1. (a) The state health commissioner and the superintendents of the special institutions operated by the state department may appoint security officers for the properties owned or operated by the state department and the special institutions.

2. (b) The state health commissioner and the superintendents of the special institutions, with the concurrence of the state health commissioner, shall:

   1. (1) prescribe the duties of;
   2. (2) direct the conduct of;
   3. (3) prescribe distinctive uniforms for; and

   4. (4) designate emergency vehicles for use by;

      the security force.
