1. (a) The IPPA may not use proceeds of the assessment collected under this chapter to influence legislation or governmental action or policy.

2. (b) The IPPA may not use proceeds of the assessment collected under this chapter to communicate information related to the:

   1. (1) conduct;
   2. (2) implementation; or

   3. (3) results;

      of promotion and research activities to appropriate government officials.
