1. (a) As used in this section, "feed" refers to:

   1. (1) commercial feed (as defined in IC 15-19-7-2 ); and
   2. (2) customer formula feed (as defined in IC 15-19-7-3 ).

2. (b) A commercial feed manufacturer shall do the following:

   1. (1) Ensure all directions for use and precautionary statements on a feed label containing additives (including drugs, special purpose additives, or nonnutritive additives) are adequate to enable users with no special knowledge to use the feed for the feed's intended purpose.
   2. (2) Include all information prescribed by all applicable regulations under the federal Food, Drug, and Cosmetic Act.
3. (c) Adequate directions for use and precautionary statements are required for feeds containing nonprotein nitrogen as specified in section 26.9 of this chapter.
4. (d) Adequate directions for use and precautionary statements necessary for safe and effective use are required on commercial feeds distributed to supply particular dietary needs or for supplementing or fortifying the usual diet or ration with any vitamin, mineral, or other dietary nutrient or compound.
