All money that is disbursed as prescribed in section 8 of this chapter must be divided so that of all the money dispensed in any one (1) year:

1. (1) at least sixty percent (60%) is supplemented for use in prescribed programs of county and 4-H fairs; and

2. (2) not more than forty percent (40%) is used to supplement purses at the Indiana state fair.
