A person who is licensed under this chapter or who is engaged in:

1. (1) the production, transportation, processing, or packaging of raw or pasteurized milk and milk products;
2. (2) the business of selling or distributing products described in subdivision (1) for human consumption; or

3. (3) the business of manufacturing containers for milk and milk products;

   may not prevent the inspectors and agents of the board from performing official duties.
