"Packer" means any person engaged in the business of:

1. (1) buying livestock to be slaughtered for food;
2. (2) manufacturing or preparing meat or meat food products for sale or shipment in commerce; or

3. (3) marketing meat and meat food products acting as a wholesaler, broker, dealer, or distributor.
