1. (a) "Milk distributor" means a person that offers for sale or sells milk or milk products to another person.

2. (b) The term does not include the following:

   1. (1) A store or market that receives and sells bottled or packaged milk and milk products in the original container or package to consumers.

   2. (2) A restaurant, soda fountain, or similar establishment serving milk or milk products.
