The official health certificates, tests, charts, or other prescribed documents that are required by law or by rule must:

1. (1) accompany animals when they are transported, shipped, or moved;
2. (2) be present in the truck or other vehicle of transport used in shipping the animals; and

3. (3) be available for inspection by authorized personnel of the board.
