A person may not do the following:

1. (1) Engage in the business of operating a disposal plant without first obtaining a license for each disposal plant operated and any vehicle certificates required by this chapter.

2. (2) Transport over the roads the body of a dead animal not slaughtered for human food unless the person:

   1. (A) holds a license to operate a disposal plant or collection service in Indiana or is acting for a licensee; or

   2. (B) is exempt under this article.
