Section 59(4) of this chapter does not apply to pesticides used in research by:

1. (1) the United States Department of Agriculture;
2. (2) the United States Department of Interior;
3. (3) the Purdue University agricultural research programs; or

4. (4) other persons who are qualified researchers as approved by the board.
