As used in this chapter, "pesticide" means:

1. (1) any substance or mixture of substances intended for:

   1. (A) preventing;
   2. (B) destroying;
   3. (C) repelling; or

   4. (D) mitigating;

      a pest; and

2. (2) any substance or mixture of substances intended for use as a:

   1. (A) plant regulator;
   2. (B) defoliant; or

   3. (C) desiccant.
