As used in this chapter, "labeling" means all labels and other written, printed, or graphic matter:

1. (1) upon the pesticide product or any of its containers or wrappers;
2. (2) accompanying the pesticide product at any time; or

3. (3) to which reference is made on the label or in literature accompanying the pesticide product, except when accurate, nonmisleading reference is made to current official publications of:

   1. (A) the United States Department of Agriculture;
   2. (B) the United States Department of Interior;
   3. (C) the United States Department of Health and Human Services;
   4. (D) the United States Environmental Protection Agency;
   5. (E) state experiment stations;
   6. (F) state agricultural colleges; or

   7. (G) other similar federal institutions or official agencies of Indiana or other states authorized by law to conduct research in the field of pesticides.
