1. (a) If a person violates this chapter, the state chemist may:

   1. (1) warn, issue a citation to, or impose a civil penalty on the person; or
   2. (2) deny, suspend, revoke, or amend the person's registration under this chapter.
2. (b) A person who knowingly or intentionally violates this chapter commits a Class A misdemeanor.
