1. (a) The state chemist may:

   1. (1) cancel the registration of any brand of manure based fertilizer; or

   2. (2) refuse to register any brand of manure based fertilizer under this chapter;

      if the state chemist receives satisfactory evidence that the registrant has used fraudulent or deceptive practices in the evasion or attempted evasion of this chapter.

2. (b) The state chemist may not revoke or refuse a registration under subsection (a) until the registrant receives notice and has the opportunity to appear for a hearing.
