A person may not store fluid fertilizer in an underground or lined pit storage container. This prohibition does not apply to the following:

1. (1) A watertight catch basin used for the temporary collection of runoff or rinsate from transfer and loading areas.

2. (2) Storage in:

   1. (A) a "316" or "317" stainless steel storage container; or

   2. (B) a container approved by the state chemist, if:

      1. (i) the storage container is enclosed within an approved liner; and
      2. (ii) an approved program of ground water monitoring to detect leakage is established.
