The state chemist, who may act through an agent authorized by the state chemist, shall do the following:

1. (1) Administer this chapter.

2. (2) Adopt rules under IC 4-22-2 :

   1. (A) concerning the distribution of commercial fertilizers used in lawn care service; and

   2. (B) necessary to implement this chapter.
