A person may not stage inorganic fertilizer as follows:

1. (1) Within three hundred (300) feet of:

   1. (A) surface waters;
   2. (B) drainage inlets; or
   3. (C) water wells.
2. (2) In standing water, a waterway (as defined in IC 13-11-2-265.2 ), or a floodway.

3. (3) For more than seventy-two (72) hours unless the fertilizer is as follows:

   1. (A) Covered with a tarpaulin or other suitable covering.
   2. (B) Applied to a target field within thirty (30) days.
