Organic fertilizer from a confined feeding operation used for purposes of producing an agricultural crop must be used by:

1. (1) an individual who has a valid:

   1. (A) commercial applicator license; or
   2. (B) private applicator certification; or

2. (2) an individual who:

   1. (A) is a trained employee; and
   2. (B) is operating under the supervision of a certified applicator.
