"Storage facility" means a location at which:

1. (1) fluid bulk fertilizer in undivided quantities in excess of:

   1. (A) two thousand five hundred (2,500) gallons; or
   2. (B) a total capacity of seven thousand five hundred (7,500) gallons; or
2. (2) dry bulk fertilizer in undivided quantities exceeding twelve

3. (12) tons;

   is held in storage.
