"Highly erodible land" means soil that has a high potential to erode based on site-specific characteristics, including:

1. (1) slope length and steepness;
2. (2) soil erodibility; and

3. (3) rainfall;

   as determined by the United States Department of Agriculture Natural Resources Conservation Service and Farm Service Agency maps.
