As used in this chapter, "handler" means a person who engages in the selling, marketing, or distribution of an agricultural commodity that the person:

1. (1) has purchased for resale; or

2. (2) is marketing on behalf of a producer.

   The term includes a producer who distributes an agricultural commodity that the producer has produced.
