1. (a) This section applies to a county corn growers' association or horticulture society with at least:

   1. (1) fifty (50) members in the local association or society; and
   2. (2) ten (10) members in the state association or society.

2. (b) In a county where an agricultural fair or association:

   1. (1) does not exist; or

   2. (2) is not active;

      the county council and the board of county commissioners may annually appropriate and pay to any county corn growers' association or horticultural society up to two hundred dollars ($200) to be used in the payment of cash awards.
