The department may require, by written notice on a well by well basis, a storage operator to:

1. (1) establish and maintain records;
2. (2) make reports;
3. (3) conduct monitoring; and

4. (4) provide any other information required by the department;

   to determine whether the storage operator acted, or is acting, in compliance with the Safe Drinking Water Act or other requirements of the department.
