1. (a) "UIC Class VI permit" means a permit issued under the federal Safe Drinking Water Act's Underground Injection Control program that allows:

   1. (1) a person;
   2. (2) a trust;
   3. (3) a corporation; or

   4. (4) another entity;

      to construct or operate a carbon dioxide injection well.

2. (b) The term does not include a:

   1. (1) draft permit;
   2. (2) proposed permit; or
   3. (3) permit that is not subject to final agency action.
3. (c) The term does not authorize the transportation of carbon dioxide.
