The commission shall regulate the drilling, casing, operating, plugging, and abandoning of wells and any related fluid storage to prevent the following:

1. (1) Waste.
2. (2) Fresh water pollution.
3. (3) Blowouts.
4. (4) Cavings.
5. (5) Seepages.
6. (6) Fires.

7. (7) Unreasonably detrimental effects upon fish, wildlife, and botanical resources.
