1. (a) The commission may:

   1. (1) grant;
   2. (2) suspend;
   3. (3) revoke;
   4. (4) modify; or

   5. (5) release;

      permits for surface mining under this chapter.

2. (b) The commission shall do the following:

   1. (1) Approve or disapprove the applications for permits consistent with the purposes of this chapter.

   2. (2) Adopt rules under IC 4-22-2 to carry out this chapter.
