The fees required by sections 1 through 2 of this chapter shall be paid:

1. (1) concurrently with the federal reclamation fee under the federal Surface Mining Control and Reclamation Act of 1977 (30 U.S.C. 1232); and

2. (2) not later than thirty (30) days after the end of each calendar quarter.
