The utility owner of the reservoir located within the boundaries of the reservoir conservancy district has sole authority and control over all activities to control:

1. (1) the water level of;
2. (2) the water quality of; and

3. (3) the availability of water from;

   the reservoir located within the boundaries of the reservoir conservancy district.
