1. (a) This chapter applies only to furnishing water supply for domestic, industrial, and public use.

2. (b) This chapter does not apply to the accomplishment of any other purpose:

   1. (1) for which a district has been established; or

   2. (2) that is added to the purposes of the district after establishment.
