1. (a) In determining the facts, the division of water, on behalf of the commission, shall do the following:

   1. (1) Hold hearings at which the division of water shall give any interested person the right to be heard.
   2. (2) At the request of an interested person, hold hearings at the county seat of a county containing land in the proposed district.
   3. (3) Choose the county seat.

2. (b) The division of water shall give notice of the hearings by publication at least one (1) time in one (1) newspaper of general circulation in each county containing land in the proposed district.
