The authority may do the following:

1. (1) Provide a forum for the discussion, study, and evaluation of issues concerning transborder water resources.
2. (2) Facilitate and foster cooperative planning and coordinated management of transborder water resources.
3. (3) Develop positions on major water resource issues and serve as an advocate of the interests of Indiana before Congress and federal, state, and local governmental agencies.
4. (4) Publicize, advertise, and distribute reports on the authority's purposes, objectives, studies, and findings.

5. (5) When requested, make recommendations in matters related to the authority's functions and objectives to:

   1. (A) political subdivisions; and
   2. (B) other public and private agencies.
6. (6) When requested, act as a coordinating agency for programs and activities of other public and private agencies that are related to transborder water resources.
