The following shall serve as voting members of the commission:

1. (1) Each member of the county executive for a participating county.

2. (2) The executive director or, if a county does not have an executive director, the chairman of a soil and water conservation district that:

   1. (A) is subject to IC 14-32 ;
   2. (B) includes territory in a participating county; and
   3. (C) includes territory in the basin.

3. (3) The county surveyor of each participating county.
