1. (a) The commission may do the following:

   1. (1) Sue and be sued.
   2. (2) Manage the commission's internal affairs.
   3. (3) Employ staff.
   4. (4) Enter into contracts to implement a cooperative agreement described in section 14 of this chapter.
   5. (5) Exercise the powers of a political subdivision specified in a cooperative agreement described in section 14 of this chapter.

2. (b) This section does not exempt the commission from any statute.
