1. (a) The commission:

   1. (1) shall coordinate the development of the basin; and
   2. (2) may request assistance of the regional planning commissions affected in the preparation of a comprehensive development plan for the basin.

2. (b) All planning and development programs of the commission must be approved by the following:

   1. (1) Each regional planning commission affected.

   2. (2) The department.
