Notice given under section 7 of this chapter must state the following:

1. (1) The date of the filing.
2. (2) The time and place of the hearing.
3. (3) The fact that the petition requests the establishment of a district.

4. (4) The name and a general description of the dredge ditch or drain for which it is proposed to establish the district.
