The board shall, at the board's first regular meeting to be conducted on the first July 1 or January 1 following appointment of the members and annually thereafter, elect the following officers:

1. (1) One (1) of the members as president.

2. (2) Another of the members as vice president, who shall perform the duties of the president during the absence or disability of the president.
