If the viewers find that the proposed work is not practicable and of public need:

1. (1) the viewers shall make a written report of the findings to the court; and

2. (2) the court shall dismiss the petition at the cost of the petitioners who own land abutting or within one-fourth (1/4) mile of the water or shoreline of the lake.
