The following have ten (10) days, exclusive of Sundays, to file a written objection to the new viewers:

1. (1) A person named in the petition.
2. (2) A person who owns land abutting or within one-fourth (1/4) mile of the shoreline or water line of the lake.
3. (3) The department.

4. (4) The county in which the lake lies if a joint petition is filed.
