The department shall do the following:

1. (1) Accept money contributed by a municipality, a corporation, or an individual to assist in the prosecution of this program.
2. (2) Deposit the money in the revolving funds of the divisions of geological survey and engineering.

3. (3) Designate the money for use for the purposes set forth in this chapter.
