The commission shall do the following:

1. (1) Conduct a continuing assessment of the availability of the water resource.
2. (2) Take and maintain an inventory of significant uses of water withdrawn from the surface or ground.

3. (3) Plan for the development, conservation, and use of the water resource for beneficial uses.
