1. (a) As used in this chapter and subject to subsection (b), "owner" includes the following:

   1. (1) The owner of an interest in property.
   2. (2) A person in possession of property.

2. (b) For a temporary dewatering well, "owner" means the person who authorized the construction that necessitated the installation of the dewatering well.
