An applicant may use either of the following methods to provide consumptive use amounts required under article 4 of the compact:

1. (1) The most current values published for the appropriate sector from:

   1. (A) the United States Geological Survey;
   2. (B) the Great Lakes Commission;
   3. (C) the council; or
   4. (D) other sources approved by the department.
2. (2) Site specific calculations for the applicant's facility that are based on standard engineering practices.
