Except as provided in rules adopted by the director:

1. (1) a person may not take, possess, transport, export, process, sell, or offer for sale or shipment nongame species considered by the director to be in need of management under this section; and

2. (2) a common or contract carrier may not knowingly transport or receive for shipment nongame species considered by the director to be in need of management under this section.
