1. (a) A permit may be granted only upon satisfactory proof that the specific animals intended to be imported meet the following conditions:

   1. (1) The animals are free of a communicable disease at the time of importation.
   2. (2) The animals will not become a nuisance.
   3. (3) The animals will not cause damage to a native wild or domestic species.

2. (b) The director may incorporate in the permit the restrictions that the director considers necessary.
