1. (a) As used in this chapter, "interested person" means:

   1. (1) the owner of real property; or

   2. (2) the owner of an easement for public park purposes in, over, or through any real property;

      bordering on Lake Michigan.

2. (b) The term includes a unit (as defined in IC 36-1-2-23 ).
