1. (a) This section does not apply to the following:

   1. (1) An instrument or a document of either of the following:

      1. (A) The Indiana department of transportation.
      2. (B) A state educational institution.
   2. (2) A lease of property for a term of four (4) years or less.
2. (b) The state land office shall serve as the repository for any instrument relating to past or current ownership or possession of property by the state.
