The terms and conditions upon which the rights-of-way are granted and conveyed by deed under this chapter must be submitted to and approved by:

1. (1) the governor;
2. (2) the attorney general; and

3. (3) the Indiana department of administration;

   before the deed becomes operative or possession is taken under a deed.
