It is the general intent and purpose of the general assembly in enacting this chapter to promote:

1. (1) safety for persons and property;
2. (2) responsible enjoyment in and connected with the use and operation of off-road vehicles and snowmobiles; and

3. (3) understanding consistent with the rights of all the citizens of Indiana.
