A person may not operate a boat in a manner that does any of the following:

1. (1) Unnecessarily endangers the person or property of another person.
2. (2) Unnecessarily interferes with the safe and lawful use of public waters by another person.

3. (3) Unnecessarily interferes with or obstructs a special event sanctioned or otherwise legally permitted by the department, another state, or the United States.
