A holder of bonds issued under this chapter or under IC 14-3-12 (before its repeal) or any of the coupons, and the trustee under a trust agreement, except to the extent the rights may be restricted by the authorizing resolution or trust agreement, may, either at law or in equity, by suit, action, mandamus, or other proceedings:

1. (1) protect and enforce any right:

   1. (A) under Indiana law; or

   2. (B) granted under:

      1. (i) this chapter or under IC 14-3-12 (before its repeal);
      2. (ii) a trust agreement; or
      3. (iii) the resolution authorizing the issuance of bonds; and

2. (2) enforce and compel the performance of all duties required by:

   1. (A) this chapter;
   2. (B) a trust agreement; or

   3. (C) the resolution;

      to be performed by the commission or by any officer of the commission, including the fixing, charging, and collecting of fees, tolls, rentals, entrance fees, or other charges for the use of park projects.
